WANTED Young Male Cockatiel in Melbourne

I'm hoping someone can help me out here. My husband has been nagging me for a bird for the last couple of years and it's his birthday this Saturday the 31st so I was thinking of surprising him with one. I know I've probably left it too late, but I was hoping someone would be able to help me out here.

I need to buy everything including the cage so some help would be appreciated guys !!! He wants one that's friendly and can talk, I was weighing up between a budgie and cockatiel ... have I made the right decision?
