I only put my birds cages outside if it's sunny and if I'm home - I never leave the cage outside without me keeping a watchful eye - and not just for bird predators either, it's those pesky human ones that can be a problem too.
As for going outside with a bird on my shoulder - NEVER !Just too much a risk. My birds get plenty of fly time/play time indoors.
