My Lovebird has filled the nest up to the hole in the nest box with nesting material
Is this the sign she is about to lay eggs ?

It's certainly a start. If she is young she could be just playing. If she is experienced you may soon have some eegs.
I'd tone down the amount of nesting material you give her as this will only stimulate her to keep stuffing it in rather then to get down to business.
