will he talk

With Rio been two years old will he lear to talk or is he to old? His previous own said that he has never made any sounds, but he has started making little sounds He has also never had human contact or out of cage time but i'm hoping with time he will be come tame so that i can take him out and give him the love and attension he needs

Hard to say. Some never say a word. One of my Rainbows has a few phrases in his vocabulary. The other one says "hello" only.

Another bird (not a lorikeet) came to me at 5 years of age having never spoken a word. He has recently started attempting to say "hello" out of what i assume to be jealousy for the Rainbows. When they speak to me, I answer them and this other bird is not impressed with me giving them attention. So he joins in with a very mechanical "hello". At all other times he will not speak, so for him, I am guessing he has no interest in learning human talk unless motivated by jealousy.

Mine can say her name "Laurie" very clearly. Sometimes when she's a little lazy to pronounce the entire word, or she's too excited, she's keep saying "Lo Lo!" instead.
She can also make surprisingly realistic cough sounds (noises? and even laugh like a human!

If you repeat something often enough he's likely to pick it up, especially if you associate the word with something pleasant; like food. It tends to be easier if they are fairly tame though.
My lorikeet says 'hello', 'give us a kiss', 'You'll have to speak up, I'm wearing a towel', 'oh Shia', she coughs, wolf-whistles, cackles and rings when the phone rings. Some stuff was intentionally taught using positive reinforcement but other stuff she just picked up...
