Sonny is always pushing against our thumbs for a scratch when we hold him. hes such a cuddley boy. i just changed his food from seeds to pellets so hes feeling a little sorry for himself, he thinks its bad xD also, see his tail feathers? two have snapped off. He fell from his cage and stacked it, breaking two of them (his wings are clipped). Will these grow back? Attachments:

The feathers should grow back, when your bird has his next moult. I've had birds do that before; a female budgie (Inside ones, she was with a mate), and a pet cockatiel ;D

Oh goodie hes only about 3 months oldish so a moult is soon to come i hope. He thinks he is a big bird, and if i leave him on the floor he will follow me and climb up my pants xD He has absolutely no sense of height haha

I'm not sure when cockateil's have their next moult (I haven't had one for a few years) but if its like budgies then it should be the six month moult. I do have a budgie who sits on my dog's head and flaps his wings a lot ;D kind of freaks her out though ;D

As Zena has said, the tail feathers will be replaced with ne wones when he moults - between 6 and 12 months.
What concerns me is that you say he fell form his cage, breaking the two feathers. That would indicate to me he has been over-clipped - a properly clipped cockatiel will essentially fly to the ground but be unable to take off from the ground. Typically they should land maybe 3 or 4 metres away from where they took off from. Cockatiels vary but usually around 6 feathers on both wings need to be trimmed, however some may need a couple more cut.

Oh his wings are ATROCIOUS!! Absolutely terrible. Id take a photo but he doesnt let people touch his wings yet. I can touch his beak and under his chest which i couldn't before but not his wings yet.
I didn't cut them, he had them cut before I got him. I have looked and know how to cut wings so I could so properly but his wings, not just the flight feathers are cut but ALL OF HIS feathers on his wings have had the tips snipped off and not even straight. Its shocking.
