It is the bird's preen gland - the bird will rub the gland and get oil from the gland on their beak which is then spread through the feathers when preening to help waterproof them - looks normal. Sometimes they can get infected and ulcerated but your's appears normal. If it gets red and inflamed you need to see a vet for antibiotics.
