I'm no expert but I am willing to share what I have learned through my own experiences. The younger you start to teach your tiel to talk, the more successful you will be. Females are not likely to talk but there are always exceptions ...... It's usually easier to teach a single bird to talk than if you have a pair. A bird with no distractions, mirrors, toys, etc will be better able to concentrate on what you are trying to do. A routine is important. The more contact you have with your bird, the more it is likely to respond to you. A male bird around the age of 3-4 months will be easier to train to talk than an older bird BUT Notwithstanding the above, Nothing Is Impossible IF you have plenty of time, patience and persistence - having said that, however i have just discovered that there are some stubborn birds you just cannot train. I have a handy reference book called Step by Step Book About Training Cockatiels by Elaine Radford but there are other books and plenty of web sites to read. Good luck Ziki and let us know how you get on.
