my button quail's lay eggs on the bottom of the avary but they dont seem to be sitting on them at all ? is there something wrong with them or is there something i can do ?

Is this their first eggs? If so then maybe they don't know what to do, or maybe she hasn't layed all her eggs yet and when she does then she will sit on them. I have read that sometimes birds get it wrong the first few times then they manage to get it right eventually (but that is just what I read).
If you had an incubator then you could try to hatch them. Are you sure they are fertile eggs???

ive got no idea if they are fertile i try candle the eggs.. but there is no way i can see through the egg. And i think it might be her first time laying.

Quail are notoriously bad for laying hundreds of eggs and not sitting on them...I have no idea why I sold my trio of silver kings end of last season now as they were amazing at bringing out their young. Ahh well maybe I find some californian's to incubate and thus start again.
