Hi Chickabee, This is my first season breeding tiels so I am sure others can give you more information from experience, but as far as I can gather I'd only let them have 2/3 clutches per season.
Depending on what condition the parents are in. If after one clutch they are looking a bit haggard and look like they need a holiday....I'd give them one.
Most people I have talked to generally let their tiels have two clutches, as long as the parents are up to it.
