You'd have to separate them as they will bond to each other and not to you. It is unlikely 3 that are together will talk. But putting them into their own cages and keeping them out of each others sight and hearing is the first step into trying to gain their trust.

Take it slowly with them. Never grab at them as they will never trust you. Talk softly to them and as often as you can, the more movement and people they see the more likely they are to not be frightened when more people move around. When I first got a rainbow lorikeet many years ago she was the most frightened little thing. Over time she learnt to trust us and eventually come over to look at our lips when we spoke. After more time we put our finger in the bars of the cage and she came to lick it. After more time she accepted our hand in the cage and eventually would hop onto it and after more time played very happily with out hand. When we let her out for the first time she was clipped but that didn't matter - she only wanted to play with our feet! Things take time. All the above we went slowly with her and this took around 2 months. It is a long time but (she may be the exception) she ended up fully flighted and we would walk around the yard with her unrestrained on our shoulder. If she got spooked she would hide under our chin and peer at what spooked her. She never flew - I doubt if her breeder had let her fly around the aviary before clipping and putting her into a sale cage so don't think she knew how. Yes all birds are different and you may or may not get wonderful companions who want to sit and kiss you or pull at the hairs on your face. You may get one who will sit on your finger but not kiss up to you. Having multiple birds tame is not going to stop them being tame. Plenty of people have multiple tame birds without issue. Just make sure you spend 1 on 1 time with each one. Good luck and make sure you have heaps of fun.

Slowly is the key word for sure. Anything you want done properly always takes time and patience. Budgies are adorable and they quickly become very trusting. I hope you have lots of fun with them.
