It's an oxide from the zinc plating Natalie sounds like a bad job of coating the wire. That oxide is the zinc and to be honest with you I would think that over time the wire will rust, I would be investing in a can of flat black paint, blackboard paint, and giving the wire a couple of coats. This has two advantages in as much as it protects the wire and makes viewing the birds easier in the aviary. Make sure the paint is water based and not acrilic and you can put it on with a roller from both sides.

If you brush it off with the broom as you said then paint it, it will be okay. I would give it another good wash with the vinager and hose it off then brush it off and paint it.

Why would you need to clean the wire ?

Hi Realman, On new wire there is allways some zinc coating that is flaking or the odd spot of extra zinc plateing build up, and quite often there is a dusty white oxide as well, from exposure to the air after plateing.
The reason this needs to be totally cleaned off is because it is highly toxic to birds if ingested by them, and will kill them very quickly.
Hope this explains why... Tony
